Wyoming 90/10 for elk

On one of the 7 continents….
When do we expect the 90/10 under discussion in wyoming for the non big 5 to be implemented? Probably 2 years out?

Also, I heard they are looking converting preference points to bonus points, much like the Nevada system. Any idea if this is just for the big 5 or for all the species?

I am sitting on max points for elk, so it looks like I need to plan for next year so I don’t get shafted as a NR

Everything is speculation at this point. There is a push to try to pass it but the earliest it would be implemented would be 2024. As a max point holder you will likely be just fine as all discussions I have heard mentioned will include a grace period of some sorts to allow top point holders an opportunity to use their points. If you are going area 100 or bust, you may not get your tag. If you are willing to compromise, you should have quite a few options.

On Tuesday Morning, Dr. Shaffer presented the outline of a "Grand Compromise" his subcommittee would work on and brink back to the full WWTF at the June 8-9 meeting:
  • Eliminate the current 7,250 cap on nonresident elk tags and go to regional management of elk for nonresident hunters similar to how deer are managed now.
  • 50% Special Outfitter Draw - so 50% of all nonresident limited quota deer, elk and antelope tags, and 50% of elk nonresident general tags would only be available to nonresident hunters who had committed to use an outfitter
  • 90/10 tag allocation for all deer, elk and antelope units with a 30% or less resident hunter draw odds
  • 3-year wait period for resident hunters who draw a high demand limited quota tag - with "high demand" being 30% or less draw odds. Hunters would be able to purchase general tags during the wait period and/or apply for limited quota tags in hunt areas that were not "high demand" in terms of draw odds (31% or greater odds).
  • 24-hour resident hunter head start for leftover tags
  • Increase nonresident tag prices across the board to offset any budget shortfalls caused by the above changes

If that goes through, non-resident hunting in Wyoming will be done as we know it unless you are willing to pay for an outfitter. Sure glad I have gotten in a good 35 years of elk hunting.

Things aren’t going to get any better and none of us are getting any younger. What are you waiting for? Go hunt next year!

So if an area had higher than 30% resident odds it would stay at 80/20? And regardless of what allocation (80/20 or 90/10) 50% of NR tags would be set aside for outfitters?

That's the way I understand it. If you aren't going with an outfitter you are either part of a 5% tag pool or a 10% tag pool.

This is atrocious. We all knew that as soon as residents went for 90/10 DEA that outfitters would demand a huge set aside as part of the agreement. Outfitters and WY resident hunters can agree on one thing, eliminate DIY NR hunters as much as possible.

Man if that's the "grand compromise" I'd sure hate to see what putting the boots to nonresidents looks like.

I feel like definition of compromise must be different in wyoming.
Really? Because this policy is more generous than we are in Montana (90/10 for every LE permit) ... doesn't seem to deter NRs up here.

90/10 with a 50% outfitter split is having shot at 5% of the tags in a quota as a DIY guy.
50% of general elk tags to a guided pool is even dirtier than Montana allowing guided hunters to buy two preference points.

Every limited tag that falls outside this 90/10 split as a low demand tag will jump to high demand as folks shift.
Montanas two step draw process really makes it difficult to gage what's driving participation in the LE draw so it's difficult to compare the two.

I get it, the demand for tags is such these days that no matter what states do they will probably sell out and people with pay the ever increasing costs but I don't think it bodes well for the future.

I’ll just say now what most Wyoming residents want to hear from a non-resident.
After my elk hunt this fall I won’t apply any longer.
I do have deer and antelope points to use when or if I can and then I’ll be done with those as well.
My hunting desires have cooled off in the last few years anyway.
Africa next spring then who knows, maybe time to sell a few rifles.

Good Christ man that’s actually a lot worse than I even thought it would be. The special outfitter draw……yikes!

Agree, it’s time to look at a good elk hunt in Wyoming and get out before the hammer comes down. It’s inevitable. The 90/10 change on the big 5 effective next year got me on the moose most likely but at least i was able to draw my sheep tag this year which was my top priority. Next year will target deer and elk.

Maybe my moose points will still have enough clout, especially if they allow a transition period but I doubt that will happen. Truthfully it will be good get out of the Wyoming point game. At least I should have opportunity for some top hunts so thankful for that
