I am not understanding why there is elk leftovers that are antlerless only and another leftover list for cow/calf?

Because antlerless is full price and included in the "Elk" leftover list and cow/calf doe/fawn are reduced price and a separate draws.

So why pay full price for a cow when you can pay reduced price cow/calf?

Leftover reduced price tags are usually in areas of limited access. Plus your odds of drawing a full price cow tag can be better but not always.

Type 4 are usually sold in the initial draw as full price tags. So day you only want to kill a cow and in October. Type 6 are sold as cow calf reduced.

Left over draw you can draw type 6 same thing reduced price cow calf. Butttttt if you draw a type 4 it will be sold as a "leftover" tag. It will say on your license Left over.

Type 4 seasons from my experience run with the type 1 season and carry on later. Some start early like 41 has a few days between now and rifle to hunt cows. Then once your type 4 expires generally your type 6 tags kick in.

Depends on what you are looking to do. You need to look at the regs to see the dates and restrictions for the various type 4/5 full price and type 6/7 reduced price. Odds can vary as well.
Find the tag/season dates you want from the leftovers and apply. Being in the "leftover draw" doesn't change anything with the tag itself.

7-4 and 7-6 are identical licenses. 7-4 is full price with much better draw odds. So I guess you pay way more for a 7-4 because you get 100% draw odds
