It baffles me yearly that people don't understand that there is absolutely no way to know how many people will apply in the future. The stats on the WG&F site just show you what happened the previous years.

There is only 50 of those tags for the entire 11-9 so the NR Special only gets a handful. It only takes a few guys to greatly skew the points required.
