I know that (as a non-res) if I apply with pref pts and don't draw, I will be put in the random draw. So if I apply in the special PP draw and don't draw, do I go in the special random draw or the regular random draw? I assume special because I have committed to $ to be "special."

The random is simply the 2nd phase of the main draw that you applied in; Regular/Special/Reduced Price.
