Yes they can. Wether they can survive on it alone, idk.

As for digesting or surviving on hay.
The problem is, when they haven't had any in a while, then eat too much at once.

Reason is, lack of stomach enzymes. Gradually introduced, there is no problem.

According to the biologists I've talked to a moose will starve to death eating hay. They chew on it and swallow it. But there body is made for brush n trees.
That is part of the problem I have is they get into the manure pile which has hay in it and try eating it. Also break into hay sheds. Or just hang around because of the smells.
I'll stick with what the biologists told me. Moose are made to eat wild foraged foods and can not survive on hay. But to each I guess.

A buddy of mine sent an antelope video from central WY that was pretty disheartening. Nearly all of them were dead or in bad shape.
