Winchester or S&B brass if purchasing 2K rounds

Plan is to purchase 2K rounds for practice in the spring. Working to stay below $1 per round so I am limited to just a few brands.

Question is if I plan on reloading 2 or 3 times on the brass is either brand better. Winchester or S&B or even PSA ACC? Will it even matter?

Recommendations are welcome.
 
Can't speak to Win or S&B for reloading, but I've had some really wonky stuff with brass from ACC about a year or so ago, with their Sabre line, on their TMKs and other loadings. As in, really rough extractor-groove cuts, to the point that it looked like they had a major malfunction on a couple of the pieces. Maybe it was a short-term thing, but I wouldn't put ACC in a high category yet for anything other than range ammo.
 
Does Starline make your brass? For budget brass I’ve been pretty impressed with what I’ve seen.

Contrary to most people on here, I’ve also found Hornady brass to be mostly pretty good. I think they get a bad rap from people who are pushing 70,000 psi loads and wonder why their primer pockets expand in a couple of firings. If kept to sane pressures, I’ve been pretty pleased and have been able to achieve single digit SD’s with their brass.
 
I am doing the math. If I spend and extra 25-50
Cents per round will I get better brass. This will be 100% for practice and reloaded 2-3 times.

Once I find a load I like for hunting I have no issue buying better brass for hunting only.
 
No 6.5 creed but ive been using simple remington corelock brass for my 308 for a long time. I had 100, now im down to about 90 or so. About 7 reloads on them and I load hot in my 308's. I usually run through them all, then punch primers, tumble, anneal, full length size. I anneal and FL size everything because I have have 2 and my boys each have 308's, so I load for 4. Of the ones I lost, the boys ejected a round after shooting a deer and left it. Didnt pick it up. So you dont need lapua, adg, or any other high end brass to get great loads for hunting. I also have about 90 federal brass, much softer, that I use exclusively for my subsonic load work.
