Winchester or S&B brass if purchasing 2K rounds

Plan is to purchase 2K rounds for practice in the spring. Working to stay below $1 per round so I am limited to just a few brands.

Question is if I plan on reloading 2 or 3 times on the brass is either brand better. Winchester or S&B or even PSA ACC? Will it even matter?

Recommendations are welcome.
 
Can't speak to Win or S&B for reloading, but I've had some really wonky stuff with brass from ACC about a year or so ago, with their Sabre line, on their TMKs and other loadings. As in, really rough extractor-groove cuts, to the point that it looked like they had a major malfunction on a couple of the pieces. Maybe it was a short-term thing, but I wouldn't put ACC in a high category yet for anything other than range ammo.
 
Does Starline make your brass? For budget brass I’ve been pretty impressed with what I’ve seen.

Contrary to most people on here, I’ve also found Hornady brass to be mostly pretty good. I think they get a bad rap from people who are pushing 70,000 psi loads and wonder why their primer pockets expand in a couple of firings. If kept to sane pressures, I’ve been pretty pleased and have been able to achieve single digit SD’s with their brass.
