Which hunt to go on

Looking for input on where I should go hunting. I have a elk hunt planned late October with my brother and a friend.

Usually later in the year I take my three older children on a cow elk hunt I have what appears to be 2 options:

1. Try to buy a left over tag and chase elk on public land with limited access.

2. Buy a landowner tag and have access to local herd and elk migrating through the property.
