Erosion makes sense, what I first thought, but I couldn't imagine the labor force needed for as many hillsides look like that b

Pretty sure they were put in during the 30s and 40s, and are to help catch and retain the snow pack for water supply. Utah has a bunch of them too

Not sure on what the elevation was there but if low enough it looks like terraces for farming on hillsides or mountain sides. Used to be common.

There is a place in Wyoming that they came in and terraced a bunch of the hillsides to stop erosion after it was overgrazed. I would imagine this is something similar. Pretty strange to see when you look up at a very steep hill with no roads and see those lines
