Wasn't very successful in what ways?I wouldn't hold my breath, I'm sure it'll get closed to grazing opportunities. The sheep study conducted this summer up there wasn't very successful.
I have no idea how important those grazing allotments are to the USFS/BLM, but I'd wager that applications and licenses to shoot a bighorn will generate more income (but that goes to the state and not the BLM/USFS) if they could increase the wild sheep population enough. They had grazing totals of $14.5m total over 16 states in 2015. At ~$2,500/tag for non-residents, it doesn't take long to get to $14.5m. And it would take an awful lot of sheep tags to outstrip demand.
