As far as the move from Japan to China, I was told the same, that the Japanese company that made Vortex invested heavily in a new facility in China, but the glass and mechanics were unchanged.
I've had Viper HD's in identical model 6x32's one from Japan, one from China. Optics were identical, body was identical, but the armor and cups on the Japan bino was a tad better fit and finish. Extremely minor details, but I could nitpick the differences.
