Very illegal on most TX public lands, but ride around the forest service roads and you're bound to find empty corn bags in the ditches....

I'm pretty sure it's illegal here in Idaho, although taking a deer out of season without a license or tag is illegal too and the sheepherders do that all the time.

Minerals are legal in AZ based on everything I have seen and heard. I will also say that salt blocks are worthless compared to a plot.

I set up both a lick and a plot on my property just to see and within 3 days the plot began getting hit constantly, the salt lick hadn’t gotten any attention yet. This is based on only a few weeks though.

Not in California If salt blocks are put out for Cattle kiss your hunt good bye, The area is considered Baited.
I suspect that's the case in most states, whether people realize it or not.

I came across a huge salt pile on a mountainside in Colorado once. It was obvious the elk had trampled the area down. I called the local GW and he was on it within a week. He called me back to thank me because he had been hearing reports about baited sites on that mountain for years and was never able to locate them before.

If I find any kind of bait on public land, salt or otherwise, it won't be long before the local GW will know where it is. I'll let them decide the legality of it all.
