I turn in the Sheep herders in an area I hunt every year. In late August I call the Forest Service grazing manager to find out when the sheep are scheduled to be gone. A few days later I backpack in to a place that I know is used for the final camp before the sheep are loaded. I'd the sheep are not gone, I call it in. If the sheep are gone, I proceed to clean up all the wire, baling twine, sardine cans, chip bags, whiskey bottles, plastic bags, and anything else left behind. In my way out I un-cap the water trough that the herders cap to discourage wild animals from using the water and stealing "their" browse. Then I drive to the FS office and drop off all the trash, give them pics of the government property that was tampered with (the trough), and fill out a formal complaint. It hasn't changed a thing in 15 years, but I'll keep doing it to be a pain in the ass.
