No shade, but if you had said this in your first post, some of the comments would be very different.
You’ve established that you own other Tikkas, can shoot generally well, have a reliable scope, etc.
Of course, every brand has devotees who respond the same way no matter how much context you provide.
Other folks, like me, just want to try to help you work through your issues with the rifle. Even reputable brands can have examples that don’t like every load or the same load as another example from the same brand. And plenty of folks have reported issues with the Hornady 7 PRC ammo. So, trying out a couple of more loads makes sense to me.
I tried five different factory loads in my Tikka 6.5 CM to find one that I liked. None of them were terrible, but only one was “good enough for me.”
In your case, unless I am confusing you with someone else, you weren’t entirely convinced that 7 PRC was the right choice in the first place. I would have told you it wasn’t.

But now that you have the rifle, you can either devote time, money, and energy to making it work, or cut your losses and let it go. There’s no time like the present to get rid of a rifle you don’t like, want, need, etc. Far better to do it now than right after the season (unless you wait until next July).
Edit - I may be one of the only people who operates this way, but I only shoot “cheap” factory ammo. Spending $3-4/round on factory ammo is not for me. If it costs more than $1.50-2.00/round, the odds are good I can do it better and cheaper at my reloading bench.
