Tikka Speeds w/Factory Loads

So can someone shed some light for me on what makes a barrel slow? I've heard both tighter bore and looser bore. Like a tighter bore could build better pressure...but friction. My 18" Tikka 6.5 is anemic with 136 scenar and h4350...getting better speeds with Norma urp load work I have to finish. I'll have to check notes but I'm talking topping out with the 136 ,h4350 Lapua brass at 2490 or something maybe in the 25s. I'm ordering a 20" 6 cm barrel and neck some of the suck out of it! My 22cm is my fave but this 6.5 is such a dog so far. Accurate for sure tho!
 
At least with Tikkas I have read all over the place that it’s because of extra clearance in the throat that reduces pressure.

Couple observations:
Federal was closest to listed box muzzle velocity <50fps off. I used the Browning 150 gr ammo on my last hunt and I shot out at various distances out to 500 yds to verify drop and reversed the calculations to determine muzzle velocity. I came up with a MV of ~2625 fps in the field which is a lot slower than what chrono is reading.
