Tikka mag issue

I have 3 new factory tikka 4 round .223 mags. All 3 of them will not let the case pop up far enough to have the bolt shuck it out. I thought I had a cartridge length issue, but no. Anyone have any tips on getting them to feed?

Factory stock with factory bottom metal?
 
It sounds like the mag is not fully seated. Assuming a right handed gun, make a C with your left hand, thumb on top of the action or scope, fingers on the mag. Squeeze hard and see if it will pick up a round while squeezing.

If it does pick it up, then the problem is either too much distance between DBM and action, or the magazine retention spring, or the magazine catch being too short.
 
Factory stock I’ve torqued to 45in/lb. Recoil lug is seated. Mag latches up fine.

It’s hanging in the mag itself. In the gun or out. All 3 mags. Super weird. I’ve got .308 based tikkas, no problem.
