I have about 200 rounds through my Tikka and I’m at the range right now when I went to lift the bolt and it will not budge from cocked position. I took the action screws out and attempted to lift the bolt and still it will not budge. There is no round in the chamber and I simply cannot figure this out. Any help would be greatly appreciated.

Hit it hard to open the handle is my suggestion. If its not the safety and it was an empty chamber and its really jammed up the only things that come to mind is an obstruction in the firing pin movement preventing it from cocking?

Edit obviously try the safety first a bunch. Even take the trigger off if needed since you already undid the action screws.

I was able to it open it using an hammer and once cocked it moved freely and opened without any issue back-and-forth. The second I dry fired it, it locked up again. When cocked the safety moved freely back-and-forth.

take that bolt apart and clean it, maybe there is a burr or something left over from mfg that is binding up the cocking piece

Wow. Two recent threads about Tikka performance problems (other: Tikka T3X Failure to Fire). As a Sako owner I assumed Tikka would be similar in performance. Feeling a bit fortunate now not to have one.
Lol the linked thread is a used gun with a replaced barrel in an after market stock, etc.

No one said Tikkas were 100% problem free but good lord pick a better example to troll with if you are so inclined.

First thing I'd try is lubing the cocking ramp, as was mentioned above. Just in case you don't know what that means, apply grease to the bolt body between the two spots show below:
