When can a guy get his hands on one to build him a rifle?

Not announced and will probably be a while would be my guess. Just do the build on a tikka action, then move everything over and sell the tikka action when it’s available. Everything but the rings will be the same. Tikka actions aren’t going to get any cheaper, even when this option becomes available. As long as you don’t buy something other than a lite/stainless light they pretty much sell for the cost of a complete rifle or more.

You could not pay me for any of my Tikkas with the goal of replacing them with 700-based actions.

My understanding of the timeline on Ravens is if you need a rifle for the fall 2026 hunting season and want to shoot it beforehand, get a T3x. If you're willing to roll the dice and hope for no delays in testing and manufacturing, you might have a rifle in time to hunt with depending on when your season is. Bolts are in line to be made & tested, but for now rifles are being tested with factory bolts.

A bit more on the action's performance...

@nephewjephew probably has the most rounds through one other than @Formidilosus (Form's first action was cerakoted, new one nephew shot is nitrided), as he shot a carbon RS Lite with Raven action, factory Tikka bolt & barrel, and S2H scope for a few days in the winter class. As his shooting partner, I observed no malfunctions other than magazine-based (mag not fitted to that rifle). From the shooter's perspective (mine) across a few hundred rounds, there was no difference between the Raven and a well-used (10k+ rds) T3x. The nitrided Ravens are very slick in function, and should only get better with the new bolts. Some of the other features Form clued us in on that will be developed will make the Raven very hard to beat for a hard-use hunting rifle.

What is the purpose of the athletic tape?
 
It doesn’t make much sense to make the change considering you’d lose aftermarket stock support.

What are the benefits of going with a clone over a Tikka action if the standard Tikka runs like a tank?
Nitrided action, integrated pic rail, swappable bolt face.

I think that has fallen by the wayside, but that’s not a bad thing, due to the design of a tikka bolt.
A whole bolt body is probably simpler to make than something interchangeable.
Also the built in inclination of the rail, and 1.2 inch shank are real advantages.
