I have a siltarp 2 in my pack at all times. It rains here a lot. That being said, I don't generally set it up over my tent. My tent is good enough that it keeps the rain out. If it wasn't, I'd replace it. Simple as that. I carry the tarp for an emergency shelter, and for a nice dry place to work under if I happen to harvest an animal.

Justin I think you are spot on. When I hunt the late blacktail season here in Oregon, the weather is always ugly. I set up a carbon kilo tent and use a 10x10 tarp over it to give me a huge awning-eating-cooking-changing area. Makes those hunts halfway comfortable. Without that big tarp it would really suck
