Yeah it's because it is angled back and into your lumbar instead of riding parallel to your spine. First things first can you get the pack against your back just using the shoulder straps no tension on lifters? Make sure you lean forward when you cinch the shoulder straps. Then when you stand up it should be against your back, now tighten the lifter straps bring the load in tight. Loosen the shoulder straps a touch and it should ride vertical and not have any painful pressure points. If you can't get it to ride flat then you probably need flat back stays.
