Swfa reticle isn’t level with the turrets.

I would think you could do a turret tracking test while using the flashlight method to detect mismatched dial-to-reticle.

So long as the reticle tracks perfectly vertical with itself I would say that’s acceptable and more common than people think or see.

If you pop the turret cap off and set the level on the scopes internals is it the same?

Yes, a level on the brass shows the same amount of can’t.
 
I never level with a turret cap, these are the issues that come with that practice. I put a laser level on the side my garage and put my rifle on a Tripod 50y away and level the reticle to the laser. Once you get the reticle leveled on the rifle get a couple of pieces of paper 36" apart vertical. Have two dots perfectly vertically opposed from one another, you'll need a framing level. Zero on the top dot with a sizeable enough group, the dial 10 mils up, and shoot at the same point of aim. They SHOULD all land on the mirrored point of aim on the dot 36" below. If it's definitively off L or R, your retical is not square to the erector system and that scope is garbage. I know this is a lot of work, but it's the only way to tell.
