One thing I'll add to the discussion is that, even if survey responses were mandatory, it still doesn't mean they will be accurate. I know of people that always respond that they were unsuccessful regardless of whether they were out of fear that higher posted success rates would flood the area with more hunters and force them out of their spot. Perhaps those people are few and far between or perhaps they're not, I couldn't say. But regardless of the system that states implement, posted success rates aren't gospel as @idahohikker stated.
Ya you're friends are doing it wrong... All this will do is persuade the biologists to issue more tags for the unit, and increasing hunter competition...

Unless you're talking about tags purchased for statewide use...

Success rates are like jobs..... just because I landed one doesn't mean much. For instance, you've got the over qualified guy with a college degree but can't go to work because there is nothing hiring in his field. So now he's riding a trash truck (nothing wrong with that just that it didn't take college to figure that out). Then, there is the HS drop out that knows how to work and apply himself in tough times and a tough economy that ain't skeered of manual labor if that is what it takes to succeed. So he goes to the oilfield and next thing you know he figures out a new gadget that keeps rigs from exploding and makes millions.

Someone looking for their "white whale" ain't gonna to find it based on a success rate. Boots on the ground, time, effort and opportunity makes the success.
