Hey there I have a winter cow elk tag starting in November in a southern Utah unit I plan on hunting between ceder city and Saint George any tips where the elk might winter and how realistic is it to hunt off the road?

Just go where the elk are doing elk things and you will find elk.

Might winter? If there isn't any snow to push em off the top they probably ain't leaving.
