What is the consensus on how long of an arca rail to add to PH3 for western hunting? Like to spartan up front sometimes and bi/tri middle sometimes.

Isn't one, depends on how you shoot. Personally i hate short sections of rail on a fore end if a guy is going to rest the fore end directly on bags or packs and such as well. Dont particularly like carrying a rifle with ARCA at all but if it's going to be under where you carry the rifle, might s well be full length is my line of thinking. Others may disagree.

anyone have any issues getting the cheek riser to adjust? I used a bullet and depressed the button as far as it would go and the riser won’t budge an inch.

I can get mine to work but it's not smooth and it tends to catch and requires me to pull or push harder than I want. Will over undershoot the position I'm trying to lock into.

Mine works well - just have to press it in "past flush" for it to adjust. Clicks well into position on my model.
