Not 100% but 65 seems excessive with factory bottom "plastic ". I'm sure someone with more experience will chime in.

Most are fine at 65 in-lbs. I put together 8 Tikkas in Rokstoks a couple of days ago- 6 of them went 65in-lbs with no issue; 2 started to have the washer give at about 60in-lbs.

It will take it. Whatever give there is will get pulled in on the first go-around and then its consistent.

Washers necessary? Mine looks perfectly flush I was assuming washers were used only if a thin shim was needed

The factory tikka bottom metal has washers in it.

If you use the correct sized washer(s) between the bottom plastic and the stock, the action screws won't try to deform or pull through the factory set up with high torque.
