My ultralight Orvis bird chaps are essentially the same thing. Waterproof and could be used as rain gear with a crotch length top.

I have the old school version, Filson Tin Cloth chaps, they work for keeping water off of your legs.

... and not so good for when you need to sit down when it's wet!
