The headline is misleading for those who apply for multiple species but still a blatant money grab aimed at the hunter who didn't even draw a tag.

Yep they tested the waters and determined that non resident hunters are an unlimited resource so they can pretty much do whatever they want.

Can someone explain…. Last year and the year before they generated a certain amount of money. What changes every single year that causes the need for them to keep increasing their income by millions more from the previous year? I know game management isn’t cheap but does it really increase that much every 12 months?

Probably all the money they keep pouring down the grizzly bear hole paying lawyers.
(at some point the states should just say Fu*# it. We aren't dealing with grizzly bears. If someone shoots a bad actor including a bear eating an elk carcass with a $2000 NR tag on it, let the feds or the bear huggers deal with it.)
