WTS Possible scam/gacked account Hogkane

I tried to buy a scope from Hogkane I think that it may be a hacked account, I apologize if it isnt. He requested paypal f&f with no comments, the account looks like a legit account thats been posting and selling here for a while, so I figured that it was ok. I tried to send the money over and my account was instantly "limited" and I had to go through a bunch of verification steps to have it restored. I messaged back asking to talk on the phone because it seemed scammy, but he didnt want to give a number. I offered to pay goods and services and cover the fee or use a different method and he said that I seem fishy and didn't want to do the deal. I am getting emails about the scope that are obviously scams now. So I wanted to give everyone a heads up incase that account is hacked. If not, maybe we are just both scared of getting scammed. But something seems really off with this, if moderators want to look into it. Sorry for the spelling, i hate my phone and dont know how to edit the title. Not a nigerian prince, just have fat fingers.
