Keep drilling with sharp drill bits and lube, I use rapid tap. You also could try using easy out.
Don't get carried away drilling too deep. That's a small screw, and if you don't leave some sticking out of the action, it'll be way harder to remove.
It may be too late now, but my go to method for removing stripped screw heads is to cut a slot for a flat head screwdriver with either a dremel or a chisel. Since the rail is getting trashed, you could try that now before you drill any more. Just allow the slot to extend into the rail as necessary.

I saw a gunsmith do the exact thing to a customer's rifle. I was, to say the least, very impressed with how well it worked and how fast he accomplished the task.I had a similar problem a few years ago. I took it to a gunsmith and he turned it upside down, held a cigarette lighter on what was left of the screw head for a few seconds and then used a small left hand drill bit. The rest of the screw came right out. Took him 5 minutes at most.
