In the recent past the Supreme Court ruled in favor of an ATF ruling, if I remember right, something along those lines. Either way the law changed and now they require an FFL to change hands.

No, but from what I read, the new law requires them to be, in order to change hands, regardless of whether they’ve been finished or even started.

My understanding is that only applied to ready to assemble and shoot kits which included all parts and tools to completely make a functioning firearm.
