In the recent past the Supreme Court ruled in favor of an ATF ruling, if I remember right, something along those lines. Either way the law changed and now they require an FFL to change hands.

No, but from what I read, the new law requires them to be, in order to change hands, regardless of whether they’ve been finished or even started.

My understanding is that only applied to ready to assemble and shoot kits which included all parts and tools to completely make a functioning firearm.

Yea. The holes haven't been drilled and the bits inside the frame havent been cut so these are just considered chucks of plastic. Unless you sell to someone in California, DC, NYC etc. Ive bought a ton of these and never used an FFL unless they were completely built.

If you decide you want to ship standard mail, I'll take the pistol 80.
