Are you suggesting that the Oregon fish and wildlife commissioners are not somehow appointed by the governor ? And the Oregon senate has to confirm their appointments ? And the governor is not somehow emboldened by sweeping support for his agendas and ideals by the legislature who he rubber stamps and vise Versa ?
