I think the most drastic creep you'll see is for the Big 3 units and possibly for a few others that had bigger quality (6 point) populations.
You could be a Washington resident and have 25+ points and still not draw. I read a thread on Hunt Washington forum, and a guy drew a wenaha west tag with 27 points. Big fire ripped through (50,000+ acres) and he turned his tag in. He didn't draw again until he had 34 points.
I have 4 elk and deer points in Oregon at the moment. It's not worth it for me to try to get 20+ as a non resident; I have 100% odds next year with 5 points for multiple muzzy deer tags. I wanna hunt, so I might as well cash em in and go hunt my butt off instead of waiting to draw a better tag later.
Get GoHunt insider or Huntin' Fool and look at real odds and plan accordingly. Escout like crazy and then get boots on the ground and go hunting for a week straight.
