Currently, Ca is closing all it's National Forests due to what might happen (fires) as if they have a crystal ball. So at this point, I might be inclined to fill the tag with anything legal

If this is on an OTC tag, with a second elk tag in the pocket? Then, yes. (If this is on a draw tag, nope.)

On an OTC hunt:
Shoot the bull. Pack out the meat.
Hunt over the carcass for bears in the middle of the day and evenings.
Try and fill the second elk tag in the mornings.

I’m this case I passed on deer, no tag, elk I passed as it was early and I was hoping to fill my cow tag early, chase bulls later.

She didn’t go far.

Just had this exact conversation this morning with my neighbor when i was out on my walk haha... "you gonna pass on a cow?"
me: "I say i'm gonna pass now.... but in the moment?"

back and forth on passing opportunities and then not seeing another elk all season
