OnX Question: Downloading and using out of state map?

If the OP only has the 1 state premium package, Oregon, why would he be able to download maps and layers for any other state? What would be the point of having the elite package?

You can download maps but state specific layers are turned off

Field report: I downloaded some maps for WA (I have the OR “premium” membership) and used them successfully on a camping trip in the Olympics this weekend. So I guess it works! AK here I come
