Sorry for the delay, this is direct from Leupold:

Both the ZL2 and TZl3 dials are locking dials. The ZL2 is a shorter dial designed more for hunting and the TZL3 is a taller dial designed more for target shooting. The ZL2 dials will allow the shooter 38 MOA of adjustment from zero for dialing out to distance and the TZL3 dials will allow the shooter up to 60 MOA of adjustment from zero for dialing out to distance.
