No glands behind the horn and I was unable to visualize genitals. But I thought the horns represented a billy. Curious what others think.

I would guess it's a billy because the horn base is bigger than the eye. Also, the gap between the horns, the horn shape, and the shape of it's face look like a billy to me.
But then I got smoked on a couple of these in the CPW resource videos. Lol.

His muzzle also is not very boxy.
