You want to see whales go during whale season and take a charter specific for it. You'll see whales on other charters but I would take a dedicated boat. Much better experience. I just got back from an Alaskan cruise and saw more whales than in Hawaii but no babies in Alaska and way less breaching.
Ive been on 3 fishing charters. One good(start me up), one eh(bottom fishing-prepare to get your bait eaten by trigger fish...alot), and one crappy one. That crappy one was more the captain than anything. You'll probably see whales on any fishing charter during whale season unless its at the tail end. There are many of them all around in February. As noted you can see them from the beaches alot.
Pro tip, go snorkeling at Black Rock and swim out to the end(CAREFUL OF THE CURRENT if you go too far) and put your head under water. I dont know of its something about the acoustics od the rock out there but the whale songs are way clearer and loud. If you like to sit around and listen to elk bugle you'll get a kick out of it. It reminds me of them. And you'll see like 3 people out there with you. Noone realizes it.
