Anyone have step by step tuning guide they use when setting up a new mathews halon and newer?

You may be able to find some information on here but I would check out archerytalk or bowsite for specifics. You can usually find some good guides on there with step by step walkthroughs. When it comes down to it everyone goes about tuning in their own way you have to do what works best for you

The end goal in tuning should be clean lateral and vertical nock travel transferred to the arrow upon release. This will give you the most forgiving tune,
Down range accuracy and have your broadheads flying right with your fieldpoints.

Get a set of Top Hats if you plan on doing your own tuning. You will need them.

As mentioned, get yourself a top hat kit from a Mathews dealer. Set centershot at about 13/16” and shim in the direction of the tear. Eleviate your lateral tears using the top hats. An adjustment at the top usually yields the largest results. Laying an arrow along the string side of the cam, I like the arrow to bisect the string at the loop no more than 1/3 of the arrow. The link above has some great info. Once you get that bow tuned, it will treat you well as long as you do your part. Happy tuning
