For some it really is that simple. If you aren’t in the draws then you are guaranteed to not get a sheep tag. When I went to the sheep seminar NDOW (Nevada) did for the for the 2023 draw tag holders there was at least one person who had drawn a tag the first time they applied and also a person there who 27 points. Everyone else was in the middle.
