Lowa Boots Not Waterproof

I bought a pair of Lowa Baldo GTX boots a year ago to eventually replace my Asolos that have been bomb proof. My Adolos finally gave out and I was switching between my Meindls and Lowas. The Lowas have been gradually broken in, but never worn across streams or in wet grass. CO weather over the past three weeks was really wet and my Lowas instantly wetted out. Is this a manufacturer defect or am I supposed to treat the goretex? I sent a message to Lowa but haven’t received a reply yet. Fwiw, I’ve never had to treat goretex boots before.

As in the leather portions of the Lowas instantly wet out? Lowa has always struck me as a brand that does a great deal of QA on their products before they go out the door. But it's not inconceivable that they missed applying DWR to a pair. I wonder what happens if you DWR them.
