I found out that fancy windproof lighters don't work at 11k. Is there any waterproof / windproof lighters that work at altitude and you would recommend?

I once talked to a physician who was the assigned doctor for multiple Mt. Everest expeditions, and picked his brain on a few things. One thing that stuck out, was his claim that one of the most reliable fire starting devices they had up there was the simple el-cheapo Bic lighter. I carry two small ones in my survival kit and have never had a problem, but I've never been over 13,000 feet myself.

I carry two BICs. One in my pocket and the other is vacum sealed in my fire kit that is in my pack.
