It doesn’t matter. Either will do the job. Your arrow doesn’t typically start spinning until it has cleared your bow.

You can bareshaft and then fletch them in the direction the arrow wants to spin. Or not make it difficult and just do a right offset.

I've done it both ways and it doesn't make much difference. Keep in mind I'm not a target archery guy so my experience is within my shooting limits.. That being said I have a touch of ocd so I shoot my arrows bare shaft and fletch the direction they want to spin.

Only time I think it matters is if you’re running a single bevel head.
