Looking @ the .22 mag pack ...but I may want to add sleep system so....for tactical system I m thinking 24" instead of 22"...
? Is 24" frame still considered "carry on" compliant with commercial airlines???

Depends on who you fly with. I've had zero issues with 26" on Alaska. Southwest was less then pleasant the one time I used them.

I've carried on 24" and 26" frames as carry-on a bunch, and the only time I had an issue was when I had 80# of mountain goat in it and a gate person nabbed me. The airlines are getting stricter however.

Basically I want it bombproof with less flex than hunter
1/8 vs 1/16
I am no expert by any means and claim not to be one. I just want it to last my lifetime.
