Yes.
That's pretty much how they have always been used. Auction or raffle.
Wyoming different in that they do the super tag, and it benefits Wyoming directly, but they still do at least a few other tags for orgs.

However, non-profit organizations that specifically target these projects can get things done easier, and typically cheaper, than the state. You understand how much they go for? 40K+ in the hands of a non-profit org with volunteer labor can do a hell of a lot with that amount. If that same 40K went to the government budget, over half would be spent on labor alone.Understood.
