How does the allocation work for NR in the draw? Do they just start drawing names and when the NR tags drawn reaches a % of the total tags are NR then excluded? Also, do they go through multiple choices or do they move on to the next guy if your 1st choice is not available?

Its pointless to put a 2nd choice, because there will never be a Trophy Species tag that goes into the 2nd choice realm...Non-res can get UP TO 10% of total tags, but it is not necessary that many will be given. So for many units 0 will be given. . There was a total of 5 Non-res goat tags in the entire state given last year

Don't give up though, you could be one of those five.
I know of several guys who have drawn out of state Idaho trophy tags..moose, bighorn etc.
It happens.
My wife and I are residents here, but we have both killed Idaho goats, its a great state to hunt them.
