I’m a NR. Last year my mom had an elk tag but had a medical emergency. She had a doctors note and I was going to buy her tag from her.

Long story short, she had to turn her tag in, and with her doctors note she would get a full refund. But the tag could not go to me, it had to go back to the pool and I would have had to wait until a draw day to attempt to get the tag.
