Idaho NR tag allocations vs. outfitters

My friend brought it to my attention some of the number of tag allocations for certain units seemed quite in favor of outfitters compared to NR tags.

For instance, in the Pioneer zone for A tags there are 155 NR tags and 145 outfitter tags. Middle Fork has 174 vs. 209. How and when did this come to be?
I'm not sure if there is some statute, but 40+% of the tags going to outfitters seems crazy. I must be interpreting this wrong.

Probably has something to do with the number of outfitters working in that zone. Some have no outfitter allocations and others have more outfitter tags than NR.

And the best part is they still try to have there clients take from the public pool
