Looks like a draw is coming for non residents in Idaho for general season tags.

This is just changing the Dec 10 cluster that so many people complain about. Points system was shot down from what I can tell. I think Idaho is smart enough to avoid that rabbit hole anyway and the comments they received echoed that.This might actually make me start building pts in ID.

This is how I read that.This statement on pg 13 concerns me, "Total outfitter tag allocation cannot exceed a percentage as determined by the Commission of any given non-resident quota capped elk zone." Does this mean an outfitter can purchase/claim all the tags for a given unit (prior to the draw) or is their name in the hat next to all the NR's trying to get a tag in that unit?
I'm assuming the outfitter gets preference over NR's?!? Are the NR's that put in for that unit drawing dead if the outfitter is applying for the same unit? Just curious.This is how I read that.
For example: elk zone b has 40 NR tags. Say the commission sets the percentage at 10 percent, so the outfitter allocation can't exceed 4 tags in that zone.
