Oh, I'm well aware. I was hunting with NR friends and family years before that change. It was awesome to be able to pick up tags or even 2nds during season. I hate that change, and as far as I can tell, it was only done to appease the loud residents that blame everything on NRs. Nonetheless, even if they weren't unit specific, the deer tags would still have sold out first day the last couple years.I think in this case it had more to do with Idaho setting unit quotas for NR. NR could buy a tag and hunt any unit prior to that change. NR tags always went on sale on Dec 1, but the rush to buy came about because NR wanted to make sure they got one of the limited number of tags for the specific unit they wanted to hunt.
The widespread publicizing and glorifying of western hunting is what is causing the demand.
